In Europe is not seen as a cheap replacement for beef, very few places stock it in the UK and it's far from cheap, it is however quite popular in France and is even used as the basis for burger companies meat there. It's not illegal here and never has been although it's rarely eaten and hasn't been really since the 2nd world war except in very expensive restaurants.
It wasn't actually illegal in the US, and was more based on a state by state rulings instead. Several area's of the US still sold horse meat legally right upto the November ruling making it legal again everywhere on a federal basis.

Well people were also saying that PMU mares and foals (horses used to produce hormones for various reasons) could be turned into horsemeant for consumers, but those horses have been pumped with medicines and hormones and all sorts of shit. Who in fuck could eat that??
